DC May Run Out Of Scratch-Offs Before The Year Ends

D.C. Lottery is in a bind.  Their supply of the most popular form of lottery, the scratch-off tickets, are disappearing  fast.

The problem is caused by the failure of current supplier Scientific Games to comply with a DC requirement that contractors from outside the state hire local minority contractors to do at least 35% of the work.  Scientific Games will only agree to 17%, causing the state to cancel their contract.

D.C. Lottery Director Buddy Roogow is worried as the supply of scratch-off tickets, which comprise 25% of total lottery sales, is only expected to last for the next four months.  Current bidding process to find a new contractor lasts more than four months, threatening to affect DC Lottery revenue.
