Someone in Japan seems to have intentionally left 2,000 lottery tickets at the Tochigi Prefecture City Hall. It looks like the mystery person is trying to donate the tickets.
The note with the tickets asks the town mayor to use any prize the tickets win towards helping victims of storm disasters. The only problem is that authorities say that legally the tickets are lost items, so they want to return them or any winnings to the rightful owner.
