A family in need seemed to have some of their financial problems sorted when an Illinois Lottery ticket turned out to be a $400,000 winner. But there were problems because the lottery ran into budget shortages causing payments to winners to be delayed. Lance and Helen Whitfield won back in July 20 and still have not collected their prize.
But a bill just signed by the Governor allows winners to collect their prizes. As soon as they can collect, the Whitfields plan to move to sunny Florida.
