People generally play the lottery because they dream of winning big jackpots. So when Illinois Lottery officials announced a delay in payouts for prizes in excess of $600, interest in the tickets waned. Sales for most tickets in October decreased about 9% from September’s performance.
Officials blamed the delay on a budget impasse related to a disagreement between a Republican governor and a legislature dominated by Democrats. Things have gotten so bad that some winners have filed lawsuits asking the courts to stop the lottery from selling tickets until it regains the ability to pay winners promptly.
